Penfield’s Code Enforcement Officer administers local building permits and the New York Uniform and Energy Codes. The town also has Environmental Protection Overlay Districts. When a proposed activity is regulated by an EPOD, the development permit comes before the related building permit and before work starts. Floodplain rules can require elevation information for the lowest floor, including a basement. The town also has a mapped stream-corridor overlay. These controls are parcel-specific.
