Penfield uses a separate environmental-overlay permit for regulated work in mapped areas. Floodplain or stream-corridor status can change the approval path before construction starts.

Penfield’s Code Enforcement Officer administers local building permits and the New York Uniform and Energy Codes. The town also has Environmental Protection Overlay Districts. When a proposed activity is regulated by an EPOD, the development permit comes before the related building permit and before work starts. Floodplain rules can require elevation information for the lowest floor, including a basement. The town also has a mapped stream-corridor overlay. These controls are parcel-specific. They should be checked for additions, exterior basement entrances, grading, drainage work, and structures near a watercourse. The initial scope should identify any excavation or change to runoff. It should also show where the work sits on the property. An interior-only update may have a simpler path. A project that touches the site can require added mapping and review.
