Chili’s basement guide requires a scaled and dimensioned plan. The plan must show the furnace, water heater, stairs, smoke alarms, carbon-monoxide alarms, existing windows, and new egress features. Each room needs a stated use. Finished and unfinished square footage must be identified. The same guide publishes a staged inspection sequence. Underground plumbing is inspected before it is covered. Rough electrical work comes before the town’s framing inspection. Plumbing, mechanical, and gas systems remain visible for rough inspection. Insulation and final inspections follow. This sequence should shape the estimate. Framing, wiring, plumbing, and insulation cannot be treated as one uninterrupted block of work. Each inspection point needs time in the schedule. Chili also requires a separate development permit for work in a mapped special flood-hazard area. Check the parcel before planning a basement opening, exterior stair, addition, or grade change. The Building Department should confirm the current code details before the permit set is completed.
