The Town and Village of Lima share a Historic Preservation Commission. The commission reviews work connected to the Historic Preservation Overlay. The town states that an owner in the overlay who applies for a building permit, sign permit, variance, or site-plan approval for new construction or structural modification must submit the proposal for preservation review. The Village maintains its own code-enforcement office and permit forms. Confirm both the municipal jurisdiction and overlay status. For an affected property, document the existing exterior before design work begins. Show the proposed structural change clearly. Visible materials and opening changes should be settled early enough for commission review. Projects outside the overlay still need the normal local permit check. The historic-review language should stay tied to mapped properties. It should never describe the entire Lima area as a historic district.
